7th pay commission latest news in a excellent news for lakhs of state employees. The Odisha government has announced a five per cent hike in Dearness Allowance (DA).

Following the hike, the DA has been increased to 17 per cent from the prevailing 12 per cent with effect from 1.07.2019 in favour of the government employees covered under the ORSP Rules, 2017.

The additional dose of DA on the essential pay is additionally applicable to the subsequent category of employees covered under ORSP Rules, 2017:

All India Service Officers serving within the affairs of the government that GA and PG Department will issue orders separately.

Work- charged employees drawing in regular scale of pay under the ORSP Rules, 2017.

Teaching and Non-Teaching staff of fully aided non-government educational institutions those are covered under ORSP Rules, 2017.

The Teaching and Non-Teaching staff of Universities who are in receipt of normal scale of Pay under ORSP Rules, 2017 for whom the government is bearing full salary cost.

These also include teachers of Universities who enjoy AICTE/UGC scale under ORSP (College Teachers) Rules, 2019.

The term ‘Basic Pay’ within the revised pay structure means the pay drawn within the prescribed level within the Pay Matrix but doesn’t include the other sort of pay like Special Pay, read a release by the State Finance Department.

It further said, “The additional dose of DA from 1.07.2019 to 31.12.2019 are going to be paid in cash. The last date for the presentation of bill towards drawal of arrears claims in respect of DA 5 per cent from 1.07.2019 within the Treasuries/Special treasuries/Sub-treasuries within the current fiscal year is 26.03.2020.”

Earlier, the Narendra Modi government had hiked the DA of Central government employee. The Union Cabinet, chaired by the PM Modi approved to release a further instalment of DA to Central government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2020.

It led to a rise of 4 per cent over the prevailing rate of 17 per cent of the essential Pay/Pension, to catch up on price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief was Rs 12,510.04 crore once a year and Rs 14,595.04 crore in 2021 fiscal (for a period of 14 months from January 2020 to February 2021).

The hike in DA reportedly benefited about 48.34 lakh Central government employees and 65.26 lakh pensioners.
